GTA IV Trailer of a Teaser Trailer?

Several forums across the Atlantic have been reporting a long commercial from 2:00AM to 2:30AM displaying the Grand Theft Auto IV logo and a countdown ticker to the release of the teaser trailer which will be available on the 29th. At the end of the commercial, the “Not Yet Rated” audio clip was played. Rockstar Games has confirmed that this was a legitimate trailer.

Why Take-Two pay money on a thirty minute commercial in the middle of night? And especially for a teaser trailer for the real trailer?
