I'm guessing in the USA that the "M" rating means that kids under 17 shouldn't be sold the game. If that's the case then the cops had every right to stop them playing, it is the law after all. If a parent buys the title for their kid, that's a different story. Also if they were under age they should have had their parents sign written permission slips just to make it all officially o.k. by everyones standards. The problem is that it is just a hair too high for a Teen rating.
